Appropriates funds from general revenues for fiscal year 2011-2012 to address recurring flood problems in areas on Oahu, Hawaii, Kauai, and Maui islands.

Designates flood mitigation projects on Oahu including Farrington Highway between Maili and Nanakuli, Lualualei Valley, and Waiahole-Waikane areas.

Specifies flood mitigation work on Kauai's north and west side sections including Kuhio Highway, Rice Street, Nawiliwili Road, and Kaumualii Highway at multiple locations.

Authorizes flood mitigation improvements on Maui at Kahekili Highway, Puunene Avenue, Hana Highway, Honoapiilani Highway, and North Kihei Road.

Directs the Department of Transportation to expend appropriated funds for all flood mitigation purposes; effective July 1, 2117.
