Amends Hawaii Revised Statutes Section 386-3(b) to deny workers' compensation benefits for injuries caused by willful self-injury or intoxication, and adds new language regarding exacerbation of existing work-related injuries.

Disallows compensation for exacerbation of an existing, work-related injury through voluntary participation in recreational or social activities occurring after regular work hours, including employer-sponsored sporting events, team activities, parties, and picnics.

Requires that the attending physician had placed physical activity restrictions on the employee and the employee knowingly disregarded those restrictions for the compensation denial to apply.

Takes effect on July 1, 2030.
