Proposes an amendment to Hawaii Constitution Article III, Section 10 to modify when the legislature convenes in regular session.

Changes the regular session convening day from the third Wednesday in January to the fourth Wednesday in January only when the U.S. Presidential inauguration falls on any day of the week that includes the third Wednesday in January.

Maintains the 10:00 a.m. convening time and applies only to years when the inauguration conflict occurs.

Requires placement of a constitutional amendment question on the ballot asking voters to approve the change to prevent legislative sessions from conflicting with presidential inaugurations.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
