Transfers law enforcement jurisdiction over Iolani Palace buildings and grounds from the Department of Land and Natural Resources to the Department of Public Safety, effective July 1, 2012.

Maintains the Department of Land and Natural Resources' management of historic preservation functions and rulemaking authority for Iolani Palace.

Requires the Department of Public Safety to have primary law enforcement jurisdiction while allowing the Honolulu Police Department to continue assisting; restricts sheriffs from entering the palace building except for law enforcement purposes.

Requires the Department of Public Safety to consult with the Department of Land and Natural Resources on interpretation and application of administrative rules related to law enforcement at the palace.

Requires the Department of Public Safety to submit a plan with funding projections to the legislature no later than December 31, 2011, for assuming law enforcement functions.
