Establishes immediate verification process where the system confirms applicant information against records held by the examiner of drivers or attorney general, with electronic signatures obtained from these agencies.

Requires state and county agencies to cooperate in modifying computer systems to verify voter registration information and obtain electronic signatures at no cost to the office of elections.
