Adds "gender identity or expression" to Hawaii's anti-discrimination laws as a form of sex discrimination in employment, housing, public accommodations, and services receiving state financial assistance.

Defines "gender identity or expression" to include a person's actual or perceived gender, gender identity, gender-related self-image, appearance, or expression, regardless of whether it differs from the gender traditionally associated with their sex at birth.

Amends Section 378-2 to specify that employers, labor organizations, and employment agencies cannot discriminate in hiring, employment terms, or benefits based on gender identity or expression.

Makes technical corrections to existing statutory language, replacing "which" with "that" in relevant sections.

Takes effect upon approval with no effect on rights, duties, or proceedings that occurred before the law's effective date.
