Establishes a wellness pilot program within medicaid to promote healthy lifestyles and reduce chronic disease among medicaid and QUEST recipients through nutrition, exercise, education, and complementary medicine alternatives.

Appropriates an unspecified amount from general revenues for fiscal years 2011-2012 and 2012-2013 to fund the wellness pilot program, with expenditures to be managed by the Department of Human Services.

Creates a joint legislative task force on medicaid chaired by the standing committee chairs with jurisdiction over medicaid from both houses of the legislature.

Requires task force membership to include directors of human services, health, and commerce and consumer affairs, plus representatives from contracted health plans, provider organizations, hospitals, primary care centers, long-term care facilities, and other healthcare providers.

Authorizes the task force to conduct meetings, briefings, and hearings to examine medicaid issues and recommend legislation, with the act taking effect on July 1, 2050.
