Directs the Department of Business, Economic Development, and Tourism to develop procedures for licensing, siting, and permitting nuclear energy generation facilities in Hawaii by January 1, 2014.

Requires procedures to consider Hawaii constitutional requirements (Article XI, Section 8), public health and safety, federal Energy Reorganization Act compliance, Nuclear Regulatory Commission regulations, and environmental preservation.

Mandates the department develop procedures for disposal, storage, or reprocessing of radioactive waste from nuclear facilities in the state.

Defines "nuclear energy generation facility" as a new nuclear fission power plant with at least 200 megawatts capacity, including associated land, equipment, transmission lines, and infrastructure.

Requires the department to submit progress reports to the legislature in 2012 and 2013, and a final report with findings and proposed legislation by the 2014 legislative session.
