Adds new section to Chapter 291C (statewide traffic code) requiring drivers passing stationary emergency vehicles using visual signals to either change lanes or reduce speed.

Drivers on multi-lane highways must vacate the lane closest to the emergency vehicle, or alternatively slow to 20 mph below the posted speed limit (or 5 mph if posted limit is under 25 mph).

Defines "emergency vehicle" to include police, fire department vehicles, ambulances, tow trucks, and any vehicle rendering assistance to another vehicle or person.

Violations constitute a misdemeanor punishable under section 706-640, with potential prosecution under this law or other applicable laws.

Takes effect upon approval; does not affect rights, penalties, or proceedings that existed before enactment.
