Extends the 5% salary reduction for the governor, lieutenant governor, state court justices and judges, and department heads and their deputies from June 30, 2011 to December 31, 2013.

Extends the 5% salary reduction for members of the legislature from June 30, 2011 to December 31, 2013.

On January 1, 2014, salaries for affected positions shall be restored to the level they would have been without the salary decrease, unless new commission on salaries recommendations take effect on or after that date.

Extends the provision limiting vacation and sick leave for affected employees to the levels negotiated under collective bargaining unit (13) through December 31, 2013.

Clarifies that no additional compensation accrues for the period from January 1, 2009 through December 31, 2013 for positions covered under the salary reduction provisions.
