Prohibits the use of body-crushing traps and foot or leg-hold traps in Hawaii, with violations classified as misdemeanors.

Regulates snare use by requiring hunters to possess a valid hunting license, display identification tags on snares, and check snares at minimum every 48 hours.

Requires that any dogs or cats captured in snares be immediately checked for identification and reported to county animal control.

Exempts state and federal agencies protecting threatened or endangered species and accepted rodent or mongoose control practices from the trap prohibitions.

Establishes penalty structure: first violation $200 minimum fine or up to one year imprisonment; second violation within five years $1,000 minimum fine or imprisonment with equipment forfeiture; third or subsequent violations $2,000 minimum fine or imprisonment with equipment forfeiture.
