Requires condominium associations and property managers to make association documents available to owners and their respective agents during normal business hours.

Establishes a standardized fee structure for hard copies of documents: the greater of twenty cents per page or the Internal Revenue Service's Freedom of Information Act copying rate for commercial requesters.

Permits property management companies to provide documents in electronic form through a website if available and accessible to unit owners.

Applies requirements to condominium declarations, bylaws, house rules, master leases, conveyance documents, public reports, financial statements, board meeting minutes (excluding executive sessions), and annual operating budgets.

Takes effect on July 1, 2011.
