Establishes a 13-member task force to review Hawaii Revised Statutes Chapter 205 and recommend improvements to the land use commission's decision-making criteria regarding reclassification petitions.

Task force composition includes representatives from the office of planning, four county planning departments, four county councils, the state legislature, and non-profit and for-profit organizations working on land use planning issues.

Task force directed to ensure the land use commission considers cumulative and long-term impacts of development requests, not just immediate effects, in response to Hawaii's 12.3% population growth between 2000-2010.

Task force situated in the office of planning with assistance from the legislative reference bureau; must submit findings and recommendations to the legislature no later than 20 days before the 2012 regular session convenes.

Task force members receive no compensation but are reimbursed for necessary expenses; task force terminates June 30, 2012.
