HB 584 - County Zoning

• Creates a temporary working group to study whether counties should implement form-based code zoning as an alternative to or replacement for existing zoning practices
• Form-based code zoning organizes regulations around physical building form and urban design rather than separation of land uses, using regulating plans and visual diagrams
• Working group membership includes the director of the Department of Business, Economic Development, and Tourism (as chair), one planning department representative designated by each county mayor, the Land Use Commission chairperson, and the director of the Office of Planning
• Working group must report findings and recommendations to the legislature, county mayors, and county council chairs no later than twenty days before the 2012 regular legislative session
• Working group dissolves after filing its report; members serve without compensation or expense reimbursement
