Requires medicaid and contracted health plans to reimburse acute care hospitals at the acute care rate (not reduced rates) for patients on waitlists for long-term care who continue occupying acute care beds.

Requires medicaid and contracted health plans to reimburse long-term care facilities at the subacute care rate for patients with medically complex conditions who transition from acute care hospitals.

Defines "medically complex condition" as a combination of chronic physical conditions requiring technological, pharmacological, and other therapeutic interventions to sustain life.

Appropriates funds from general revenues for fiscal year 2011-2012 to cover increased medicaid reimbursement costs under this Act.

Takes effect on July 1, 2011.
