Creates presumptive Medicaid eligibility for patients waitlisted for long-term care who demonstrate proof of income at or below federal limits, asset verification, waitlisted status certification, and level of care requirement from a physician.

Requires the Department of Human Services to notify applicants and facilities of presumptive eligibility upon application receipt and complete final eligibility determination within five business days of receiving completed documentation.

Mandates the department to conduct a study of computerized Medicaid application systems, including assessment of alternatives, costs, and recommendations for implementation, with findings due before the 2012 legislative session.

Requires annual reports to the legislature from 2012 through 2016 on costs and issues related to Medicaid presumptive eligibility implementation.

Appropriates funds for fiscal year 2011-2012 to reimburse providers for services rendered to waitlisted patients who are later determined to be ineligible for Medicaid; section 2 repeals July 1, 2016.
