Establishes an interdisciplinary working group within the civil defense agency to develop an integrated system for sharing information across public agencies during preparation and planning for mass events.

Defines "mass event" as any unplanned natural occurrence or scheduled event that poses high risk of danger to large numbers of people or significant impact on public health and safety.

Working group shall be chaired by the director of civil defense and include representatives from health, transportation, state defense, emergency medical services, county mayors, police chiefs, and fire chiefs.

Requires the working group to prepare a written memorandum of agreement establishing standards and protocols for mutual cooperation, including sharing of emergency information and video surveillance during exercises and training activities.

Working group shall submit the memorandum of agreement to the legislature no later than October 30, 2011, with the act taking effect on July 1, 2020.
