Prohibits any person from selling, offering for sale, or distributing novelty lighters within Hawaii, with an exemption for lighters manufactured or transported through the state exclusively for out-of-state sale or distribution.

Defines "novelty lighter" as a handheld fuel-burning device designed to attract children ten years of age or younger, including lighters that depict cartoon characters, toys, guns, watches, games, or other child-appealing designs.

Includes lighters with sound, music, flashing lights, illumination, or any combination of these features in the definition of prohibited novelty lighters.

Establishes a misdemeanor penalty of up to one year imprisonment, a fine of up to $1,000, or both for violations of the prohibition.

Takes effect upon the governor's approval.
