Requires dollar-for-dollar matching of appropriated funds with private funds, with private matching funds taking priority in encumbrance over public funds.

Supports a federally-recognized chronic kidney disease management program focused on prevention for disparate populations in Hawaii.

Maintains the state's only CMS-certified organ transplant facility to prevent patients from being forced to seek transplants on mainland waiting lists with longer wait times.

Takes effect on July 1, 2040.
