Removes the sunset clause from Act 227 (2008) that was set to repeal provisions allowing small health insurers to bundle different insurance classes on June 30, 2011.

Permits accident and health insurers with less than five percent market share to require prospective insureds to purchase additional classes of insurance (such as bundling health, dental, and vision) as a condition of issuing or renewing policies.

Specifies that such bundling practices by small insurers do not constitute unfair methods of competition or unfair/deceptive acts under insurance law.

Rationale: Legislature finds bundling by small insurers has benefited Hawaii consumers by providing broader coverage, lower premiums, and greater competition without adverse market effects due to insurers' lack of coercive market power.

Effective date: January 7, 2059.
