Limits adult mental health services to 30 units per month per patient and assigns case managers based on DSM-IV diagnostic criteria.

Requires the Department of Health to employ trained professionals, paraprofessionals, and licensed social workers certified in suicide prevention and substance abuse for crisis hotline services.

Establishes an assertive community treatment program under the Department of Health to provide comprehensive case management and individualized treatment using evidence-based models.

Changes terminology from "serious mental illness" to "severe mental illness" and expands the definition to include anxiety disorder and borderline personality disorder.

Appropriates funds for fiscal year 2011-2012 to establish a community care crisis center providing day programs for patients discharged from inpatient care; effective July 1, 2011.
