Requires the Department of Education to transfer unused state land and school facilities to the Department of Land and Natural Resources, with prior consultation between the two departments.

Mandates that land and facilities be first offered for use by charter schools and other education programs before any transfer occurs.

Provides alternative priority for counties to receive land or facilities if they are willing to accept them and the property was previously under county jurisdiction.

Removes the previous provision allowing net proceeds from sale of school land to be used for school building acquisition and construction, replacing it with a transfer process instead.

Effective date is July 1, 2030.
