Amends Hawaii Revised Statutes Section 150A-6.1 to allow the Board of Agriculture to designate restricted plants by board order in addition to by rule.

Requires a two-thirds majority vote of board members present and voting at a meeting with a quorum to issue an order designating a specific plant species as restricted.

Authorizes the department to regulate or prohibit the sale of restricted plants by either rule or board order.

Updates Section 150A-7.6 to include "board order" alongside rule amendments in the $2,500 permit fee category for organisms requiring listing changes.

Takes effect upon approval.
