Requires a minimum distance of 100 feet between Class 11 cabaret license premises in Waikiki, defined as the area bordered by Kalakaua Avenue, Kuhio Avenue, Kapahulu Avenue, and McCully Street.

Prohibits issuance or renewal of cabaret licenses for any premises operating at a distance of less than 100 feet from another cabaret license in Waikiki, in counties with populations exceeding 500,000.

Grants preference for license renewal to the cabaret that has been in continuous existence the longest when two premises are located less than 100 feet apart, provided the licensee meets other operational standards.

Amends Section 281-61 to clarify that renewal provisions are subject to exceptions established in Section 281-31 regarding minimum distance requirements.

Becomes effective July 1, 2112.
