Prohibits use of sound-generating devices (drums, cans, bells, horns, loudspeakers) that emit noise audible at 100 feet while picketing within 50 feet of hotel premises.

Allowed picketing hours are 8:00 a.m. to 9:00 p.m. Monday-Saturday and 9:00 a.m. to 8:00 p.m. on Sundays and state/federal holidays.

Establishes escalating fines: $50 for first violation, $100 for second, $200 for third, and $500 for each subsequent violation.

Defines "hotel" as any building with more than nine rooming units where space is rented to six or more unrelated persons.

Aims to minimize disruptions to Hawaii's visitor industry and protect the state's tourism-dependent economy.
