Establishes a working group under the office of veterans services to explore expanding Hawaii's military specialty license plates program to include all veterans categories.

Working group must meet minimum three times, conduct outreach to community veterans groups, and consider veteran categories, fees, eligibility qualifications, plate design procedures, and other relevant issues.

Membership comprises director of office of veterans services, chair of advisory board on veterans services, police chiefs from all four counties, and finance directors from Hawaii, Maui, and Kauai counties plus Honolulu's budget director.

Office of veterans services shall convene meetings, provide administrative support, and submit findings and recommendations to the legislature no later than twenty days before the 2012 regular session.

Working group dissolves on May 15, 2012, with the act taking effect July 1, 2020.
