Amends Hawaii Revised Statutes Section 663-9.5 to add an exemption from absolute liability for National Rifle Association (NRA) certified firearms instructors during firearms training courses.

The exemption applies only when NRA certified instructors are providing training to persons seeking a permit to acquire a pistol or revolver under Hawaii law.

Exemption does not relieve NRA certified instructors from other applicable tort liability that may be applicable to them.

Maintains existing absolute liability framework for firearm owners whose guns cause personal injury or property damage, with existing affirmative defenses for theft and law enforcement use.

Takes effect upon approval.
