Permits active duty members of the military reserves and National Guard to file nomination papers for elected office by registered or certified mail instead of in person.

Allows active duty reservists and National Guard members to take and file their required oath of office by registered or certified mail, return receipt requested.

Applies to filing requirements under sections 12-3, 12-6, and 12-7 of the Hawaii Revised Statutes governing candidate nomination procedures.

Enacted to recognize the service and reduce burden on citizen-soldiers deployed overseas or otherwise unable to file in person due to active duty obligations.

Takes effect upon approval, except the mail filing provision becomes effective January 7, 2059.
