HB 682 Summary

• Authorizes the Department of Land and Natural Resources to establish an interim coastal construction moratorium pilot project along Kailua beach on Oahu's east shoreline between Kawainui canal and Alala point

• Applies moratorium only where shoreline migration has occurred, existing setbacks may be inadequate, and construction restrictions are deemed necessary to protect beaches, public access, and coastal communities

• Exempts structures for which all necessary building permits were approved before the moratorium's establishment

• Moratorium expires on the earlier of two years from establishment or upon DLNR determination that it is no longer appropriate

• Requires DLNR and University of Hawaii to report to the legislature by 2013 on Kailua beach management actions and recommendations for extending the moratorium to other coastal areas; bill itself repeals June 1, 2013
