Establishes a daily bag limit of no more than two fish per person for kumu, moana ukali, munu, or uhu on the island of Maui, with exemptions for commercial marine dealers possessing valid purchase receipts.

Sets minimum size requirement of 10 inches in length for kumu, moana ukali, and munu on Maui.

Sets minimum size requirement of 12 inches in length for all uhu species on Maui.

Allows the department to issue permits for activities otherwise prohibited under the new restrictions, in accordance with existing law.

Applies to recreational, subsistence, and commercial fishing activities on Maui, addressing the documented decline of these fish species on Maui's reefs due to overharvesting.
