Amends section 174C-101 of Hawaii Revised Statutes to clarify that water resource management decisions shall incorporate and protect adequate water reserves for Hawaiian home lands as required by the Hawaiian Homes Commission Act.

Exempts owners of kuleana land from all state, county, and municipal taxes, fees, and charges related to water usage connected to their appurtenant water rights.

Reaffirms that traditional and customary water rights of Native Hawaiian ahupua'a tenants shall not be abridged, including rights to cultivate taro and gather subsistence and cultural resources.

Protects appurtenant water rights of kuleana and taro lands from diminishment or extinguishment due to failure to obtain permits under the water code chapter.
