Requires the governor to direct the Department of Land and Natural Resources to dispose of Aloha Stadium and its surrounding 104 acres in Aiea, Oahu through sale, lease, or exchange.

Mandates acquisition of suitable replacement land at an appropriate location on Oahu for construction of a new stadium using the same methods (purchase, lease, or exchange).

Requires proceeds from the disposition of Aloha Stadium and surrounding lands to be applied toward acquiring the replacement lands.

Directs the Department of Land and Natural Resources to begin implementation immediately and submit annual progress reports to the legislature until the old stadium is disposed of and new lands are acquired.

Takes effect on January 1, 2012.
