Amends Section 6E-3 of Hawaii Revised Statutes to require consultation with native Hawaiian cultural practitioners possessing expertise on applicable island history and cultural practices when any archaeological investigation relates to historic or cultural properties, artifacts, burial sites, burial goods, or human skeletal remains.

Specifies that native Hawaiian cultural practitioners must be consulted by the historic preservation division during archaeological investigations conducted throughout the State.

Modifies paragraph (13) of Section 6E-3 regarding regulation of archaeological activities to include the new consultation requirement.

Takes effect upon approval.
