Amends Hawaii Revised Statutes section 323D-15 to require the state health services and facilities plan focus on economical and efficient care delivery rather than competition as a means of achieving its purpose.

Mandates that use standards in the plan clearly detail the methodology for determining capacity and excess capacity for each category of health care facility and major medical equipment regulated.

Requires adoption or amendment of the state health services and facilities plan to comply with chapter 91 rulemaking procedures.

Directs the state health planning and development agency to review its existing plan and conduct chapter 91 proceedings to adopt the plan and any amendments by reporting to the legislature no later than twenty days before the 2012 regular session.

Takes effect July 1, 2050, with retroactive application to June 30, 2009.
