Adds family members to the list of mandatory reporters required to report known or suspected child abuse or neglect to the Department of Human Services or police department immediately.

Defines eligible family members as those who have reached the age of majority and have knowledge that child abuse or neglect is occurring or that a child has been harmed due to abuse or neglect, as defined in section 587A-4.

Exempts victims of domestic violence from the mandatory reporting requirement if the alleged perpetrator is actively abusing both the child and the family member.

Amends section 350-1.1, Hawaii Revised Statutes, to establish family members as mandated reporters alongside existing categories including healthcare professionals, school employees, law enforcement, and childcare providers.

Takes effect July 1, 2011.
