Transfers the stadium authority from the department of accounting and general services to the University of Hawaii for administrative purposes.

Transfers all rights, powers, functions, and duties of the stadium authority to the University of Hawaii, including maintenance, operation, and management of the stadium and Kapolei recreational sports complex.

Protects all transferring officers and employees by maintaining their salary, seniority, benefits, and civil service status without loss or examination requirements.

Transfers all appropriations, records, equipment, contracts, and property held by the stadium authority to the University of Hawaii.

Takes effect on July 1, 2011.
