Establishes the Economic Opportunity Poverty Reduction Task Force to develop a strategic plan to reduce poverty in Hawaii by at least 50 percent by 2021.

Task force consists of five members: one House representative, one Senator, one gubernatorial appointee, and two community organization representatives with poverty reduction expertise appointed by legislative leaders.

Task force shall assess current state policies, study best practices for building family assets, expanding education and job opportunities, and improving work support programs before submitting reports on December 22, 2011 and December 22, 2012.

Task force shall evaluate federal and state poverty assistance programs, analyze the economic impact of poverty, and make recommendations regarding the Supplemental Nutrition Assistance Program to increase participation and secure additional federal funds.

Task force terminates on December 22, 2012; members serve without compensation; task force shall meet at least four times and may establish subcommittees with stakeholders from government agencies, counties, business, labor, education, and advocacy organizations.
