Requires primary caregivers in community care foster family homes to be certified nurse aides, and substitute caregivers to be nurse aides with state-approved training.

Allows community care foster family homes to care for a maximum of three clients (instead of two) if the home has been certified and operating for at least one year.

Mandates that primary and substitute caregivers be at least 21 years old and complete a minimum of 12 hours of continuing education every 12 months.

Limits primary caregiver absence to no more than 28 hours per calendar week (maximum 5 hours per day) when a substitute caregiver is present; requires substitute caregiver to be certified if primary caregiver exceeds these hours.

Requires the Department of Human Services to adopt rules establishing these requirements and to evaluate implementation with a report due by January 2012; act expires June 30, 2013.
