Amends Chapter 205, Hawaii Revised Statutes to allow dams and related reservoir areas designated as important agricultural lands to be included in total acreage calculations for important agricultural lands if used for crop cultivation, game and fish propagation, or livestock raising.

Dams and reservoirs classified as important agricultural lands qualify for incentives under section 205-46 but cannot be included in acreage calculations for petitions to designate important agricultural lands in combination with reclassification of agricultural lands to rural, urban, or conservation districts.

Establishes a dam safety task force within the Department of Land and Natural Resources, chaired by the Board of Land and Natural Resources chairperson, comprising government officials and representatives from agricultural organizations and water resource management experts.

Requires the dam safety task force to review state laws, administrative rules, and county ordinances related to dam safety and recommend actions for the engineering division's administration of the Hawaii dam safety program.

Task force must report findings and recommendations to the legislature no later than twenty days before the 2012 regular session and ceases to exist on June 30, 2012; Act becomes effective July 1, 2030.
