Amends Hawaii Revised Statutes Section 281-31(r) to change "retailers" to "retail dealers" in the list of liquor license holders required to maintain liability insurance.

Maintains the $1,000,000 minimum liquor liability insurance coverage requirement for restaurants, retail dealers, dispensers, clubs, cabarets, hotels, caterers, brewpubs, condominium hotels, and bring-your-own-beverage establishments.

Exempts convenience minimarts holding a class 4 license from the $1,000,000 liability insurance requirement.

Removes the statutory definition of "convenience minimarts" as commonly referring to a neighborhood "mom and pop store."

Takes effect on July 1, 2011.
