Requires the Department of Human Services to develop temporary nighttime parking lots in each county to provide safe overnight shelter for homeless individuals sleeping in motor vehicles.

Parking lots must admit homeless individuals and vehicles at 7:00 p.m. each day and require all occupants to exit by 6:00 a.m. the following morning.

Department must consult with the four county mayors and interested public or private homeless assistance programs in developing the program.

Department shall adopt rules establishing procedures for screening homeless individuals, prohibiting alcohol and drug use, and providing outreach, job counseling, and health care services.

Amends Section 346-375, Hawaii Revised Statutes, to add temporary nighttime parking lot requirements to existing temporary emergency shelter provisions.
