Authorizes issuance of general obligation bonds and appropriates funds for the vocational rehabilitation and services for the blind division of the department of human services to upgrade equipment and facilities for the Hoopono program.

Hoopono program provides services to enable blind and visually-impaired students to attain vocational and functional independence, develop blindness skills including long cane proficiency, and gain employment.

Director of finance authorized to issue general obligation bonds in an unspecified amount for fiscal year 2011-2012 capital improvements.

Appropriated funds shall not lapse at the end of the fiscal biennium, except any unencumbered moneys as of June 30, 2014 shall lapse on that date.

Act takes effect July 1, 2050.
