Establishes a medicaid buy-in program within the Department of Human Services to provide health care coverage to working persons with disabilities who earn more than standard medicaid limits.

Sets eligibility requirements including: age 16+, State residency, Social Security Administration-defined disability, current paid employment, gross income not exceeding 400% of federal poverty level, and non-exempt resources not exceeding $20,000 (individual) or $40,000 (couple).

Authorizes the department to amend the state medicaid plan and the QUEST expanded access managed care section 1115 waiver to implement the buy-in program and may require recipients to pay premiums consistent with federal law.

Authorizes the President of the Senate and Speaker of the House to establish a joint legislative task force on medicaid to examine medicaid shortfalls and the buy-in program, with membership including legislators, Department of Human Services director, health plans, providers, and hospitals.

Appropriates $3,100,000 for fiscal years 2011-2012 and 2012-2013 as the State's matching share of federal medicaid buy-in funds, with $500,000 annually to be provided by the University of Hawaii for administration and setup.
