Replaces terminology "mental retardation" with "intellectual disabilities" throughout Hawaii Revised Statutes in chapters covering health, family court, guardianship, and social services.

Amends chapter 324 part II title to reference "intellectual disability studies" instead of "mental retardation."

Modifies chapter 333F to update services for persons with developmental or intellectual disabilities language and related guardian appointment criteria.

Changes intermediate care facility acronyms and terminology from "ICF/MR" to "ICF/ID" throughout relevant statutes.

Takes effect July 1, 2011, with a provision preserving amendments to sections 321-11.5(b) and 321-15.2 through June 30, 2014.
