Redirects traffic violation surcharge revenues from the neurotrauma special fund to the emergency medical services special fund for fiscal years 2011-2013 to reduce general fund appropriations for county emergency medical services.

Modifies sections 291-11.5, 291-11.6, 291C-12, 291C-12.5, 291C-12.6, 291C-102, 291C-105, and 291E-61 to deposit specific traffic and driving violation surcharges ($10-$500 depending on offense) into the emergency medical services special fund instead of the neurotrauma special fund.

Transfers the unexpended and unencumbered balance of the former health care revolving fund to the emergency medical services special fund as of June 30, 2011.

Removes traffic violation surcharge revenues from the neurotrauma special fund's revenue sources, limiting the fund to federal funds and legislative appropriations only.

Takes effect July 1, 2011 and repeals June 30, 2013; affected statutory sections revert to their original form upon repeal.
