Establishes a procurement preference for construction contracts performed in counties with populations of 250,000 or less, favoring firms headquartered in those counties.

Applies to construction projects funded by state or county agencies, including repairs to infrastructure such as roadways and buildings.

Authorizes the policy board to adopt rules establishing the specific percentages of preference and methods for determining contractor qualifications.

Takes effect on July 1, 2011.
