Increases the solid waste management surcharge imposed on solid waste disposed at permitted or unpermitted facilities within the State.

Current surcharge of 35 cents per ton is amended, with the new rate left blank in the bill text (to be determined).

Revenue generated will support the Department of Health's environmental management program and reduce the general fund subsidy for the program.

Surcharge shall be paid by the person or entity doing the disposal, with facility owners or operators required to transfer collected funds to the Department of Health on a quarterly basis.

Effective date: July 1, 2050.
