Repeals, terminates, or closes eight revolving and trust funds identified by the auditor in Report No. 10-09 (November 2010) for elimination.

Terminates the following funds at close of business June 30, 2011: Pulama I Na 'Opio O Hawaii trust fund, Travel agency recovery fund, Collections revolving funds, Federal maximization revolving fund, Hawaii public housing authority administration revolving fund, Health care revolving fund, Kahikolu 'Ohana O Wai'anae project trust fund, and Teacher's housing operating fund.

Authorizes the Director of Finance to transfer any remaining balances in these funds to the general fund as of June 30, 2011.

Amends Section 23-11, Hawaii Revised Statutes, to require the legislature clerk (singular) to transmit bills proposing new special or revolving funds to the auditor for analysis and makes clarifying edits to fund criteria.

Amends Act 285 (Session Laws of Hawaii 1991) to close the travel agency recovery fund on June 30, 2011, after resolution of all civil proceedings commenced prior to October 1, 1993.
