Creates a business outreach board comprised of 14 members placed under the Department of Business, Economic Development, and Tourism.

Ten members appointed by the governor without senate confirmation: five representing business, three representing organized private sector labor, and two representing organized public sector labor.

Four legislative members appointed to the board: two state senators appointed by the senate president and two state representatives appointed by the house speaker.

Board is empowered to periodically confer with out-of-state holders of controlling or major interests in Hawaii-incorporated companies regarding problems and concerns about doing business in the State.

Act takes effect upon approval.
