Amends Hawaii Revised Statutes Section 264-1 to clarify that county highways include old government roads.

Defines old government roads as county public highways that have been vacated, closed, abandoned, or discontinued by county legislative action or otherwise.

Specifies that vacated or discontinued county highways remain property of the county unless disposed of pursuant to Section 264-3.

Applies retroactively to all county public highways vacated, closed, abandoned, or discontinued before or after the Act's effective date.

Effective January 7, 2059.
